PennDOT Digital Delivery Contractual 3D Model Deliverables
The initial vision of the PennDOT Digital Delivery program was to have the ability to bid a construction project using 3D technology by 2025. Being able to bid a set of model-based deliverables includes the ability to contractually sign and seal these files.
The PennDOT pilot program was developed with a phased approach, adding modeled design elements for roadway, bridge, drainage, and utilities. The term Model as the Legal Document or Deliverable (MALD) was adopted to describe the hierarchy of the fully modeled project files as the contractual engineering documents using a Professional Engineer (PE) signature. Stamping these file formats means that the engineer has certified that the model files comply with the standards and codes for the design.
Yet how does one stamp a CADD file format file? PennDOT is using a certification memo document that includes the digital PE seals and signatures for the MALD design package. The MALD design package includes a virtual federated model, consisting of all elements needed to bid and construct the project. It is important to note that the MALD package is not limited to three dimensional models but also includes 2D details, sections, and notes. All project design deliverables originate from the design data that has been developed in the federated project model. Other verification information is contained in documents and spreadsheets which are delivered to the Contractor as PDFs.
The following list represents the current PennDOT Digital Delivery MALD package.
Federated project model files
- Collection of discipline specific model files combined in a federated 3D model in their native format (e.g. .dgn or .dwg).
Surfaces and Alignments
- Surfaces and alignments are included in the native format as part of the signed and sealed package. Exports of surfaces and alignments may be provided as For Information Only (FIO).
Certification Memo
- A replacement of the paper Title Sheet, which includes Seals and Signatures, along with all information related to State Routes, Design Designations and associated Model Files.
Digital File Index
- A pdf list of all design files used on the project with detailed description.
Model Element Breakdown
- A document consisting of a discipline specific itemized list of model elements with indication of their levels of graphical information and data development.
